Here in the Philippines the voter turnout is consistently higher than in the USA. Some say it is because folks here have had to fight harder to vote in recent times, poast-Marcos for example. Even in small elections, there is high turnout. There are also political systems that really engage people at the neighborhood level. Everyone knows their Neighborhood President, aka Baranguay Capitan. There are tens of thousands of neighborhood councilors and capitans, all of whome receive small stipend. There are even Youth Councils for every Baranguay, often the children of the established leadership, but still it is a public process open for anyone to be involved.
